Advancing Housing in the Heart of Tremé
In a neighborhood defined by history and culture, expanding access to quality housing requires more than new construction. It demands speed, coordination, and a commitment to building in a way that supports the community long term.
RNGD is advancing Winn-Dixie Phase II, a four-story mixed-income development in Tremé that will deliver 45 residential units on the site of a former grocery store. Part of the broader Iberville/Tremé redevelopment effort, the project is designed to expand affordable housing access while maintaining a balanced mix of units, including homes tailored for accessibility and workforce housing needs.
Executing at Pace
From early foundation work to vertical construction, the project has moved with urgency. Following installation of more than 300 pilings and major concrete placements, crews advanced into framing and quickly pushed the structure to full height.
That momentum is now carrying through enclosure and interior work. Roofing, window installation, exterior façade systems, and MEP rough-ins are all progressing in parallel as the building moves toward dry-in.
The pace is translating into measurable gains. A project originally scheduled for 16 months is currently tracking toward completion in approximately 13, driven by tight coordination across trades and consistent progress in the field.

Delivering a four-story multifamily building on a constrained urban site requires constant alignment between sequencing, logistics, and workforce.
Multiple scopes are advancing simultaneously, from exterior envelope systems to interior buildout, requiring steady coordination to keep crews productive and minimize disruption. RNGD has maintained that alignment through proactive communication and disciplined scheduling, keeping the project moving efficiently as it transitions from structure into systems and finishes.
The work also reflects a broader commitment to the local community. The project includes strong participation from DBE partners and local workforce, ensuring that progress on site is matched by meaningful economic impact across New Orleans.

As Winn-Dixie Phase II moves toward completion, the project is positioned to deliver more than new housing. It will provide 45 high-quality homes designed for durability, efficiency, and accessibility, supporting a mix of income levels within one of the city’s most historic neighborhoods.
Built to meet Enterprise Green Communities and FORTIFIED Multifamily Gold standards, the development is designed with long-term resilience in mind, helping ensure residents are supported through the demands of South Louisiana’s environment.
Once complete, Winn-Dixie Phase II will contribute to the continued transformation of Tremé, expanding access to housing, strengthening the community, and reinforcing a long-term vision for equitable redevelopment in New Orleans.
