The State of Louisiana has selected a Construction Manager-at-Risk (CMAR) delivery model for the New Southeast Louisiana State Office Building in Harvey, Louisiana. The project will replace an aging state office facility with a modern, efficient workplace designed to support multiple state agencies and serve the Greater New Orleans region for decades to come.

The scope includes demolition of the existing 130,000-square-foot structure and construction of a new 116,000-square-foot, four-story office building. Designed by Trapolin-Peer Architects in collaboration with Gensler, the facility emphasizes durability, operational efficiency, and long-term value while aligning with the State’s goals for cost certainty, schedule reliability, and responsible stewardship of public funds.

A CMAR Framework for Public-Sector Delivery

The project was procured through a qualifications-based selection process focused on experience, delivery strategy, and demonstrated success with CMAR delivery. Early engagement during preconstruction allows scope refinement, cost validation, schedule alignment informed by real-time collaboration between the State and design team.

Multiple site walks and detailed analysis of existing conditions at the Harvey campus informed a construction strategy responsive to site logistics, sequencing constraints, and operational continuity—establishing a clear path for predictable execution.

Prefabrication Supporting Speed and Certainty

Offsite manufacturing and prefabrication will play a central role in the delivery strategy. Prefabricated exterior wall panels, interior modular wall systems, and select MEP assemblies were identified as opportunities to improve quality control, enhance jobsite safety, and reduce overall schedule duration.

Proximity to our prefabrication facility supports efficient production, reduced transportation impacts, and controlled fabrication conditions—allowing installation to proceed with greater precision and predictability once on site.

Community, Workforce, and Sustainability Considerations

The project places emphasis on local participation and workforce engagement, including meaningful involvement of Disadvantaged Business Enterprises (DBEs) and regional trade partners. Familiarity with the Harvey site from prior work provides continuity and insight that strengthens execution and coordination.

Sustainability is embedded in the delivery approach. Controlled fabrication environments reduce material waste, improve efficiency, and minimize jobsite disruption—supporting both environmental performance and public accountability throughout construction.
