RNGD Selected as Construction Manager-at-Risk for New Southeast Louisiana State Office Building in Harvey

RNGD has been selected by the State of Louisiana to serve as Construction Manager-at-Risk (CMAR) for the New Southeast Louisiana State Office Building in Harvey, Louisiana (Project No. 01-107-24-OFC, F.01004573). This transformative project will replace the existing structure with a modern, efficient facility designed to serve state agencies and the Greater New Orleans community for generations to come.
The $84 million project encompasses 116,000 square feet of modern office space designed by Trapolin-Peer & Gensler. This significant investment represents a new era for Louisiana’s state facilities, bringing contemporary infrastructure and enhanced functionality to serve state employees and citizens in the Greater New Orleans region.
RNGD’s selection follows a comprehensive proposal demonstrating deep expertise in CMAR delivery, office construction, and innovative building methods. The company brings over $425 million in CMAR project experience and has successfully delivered $275 million in office construction over the past decade. The team conducted multiple site walks of the existing Harvey Office Building and studied similar state facility renovations to develop a strategic approach tailored to this unique project.

RNGD will implement an integrated construction approach that draws on the company’s deep expertise in offsite manufacturing and prefabrication. The team identified significant opportunities to utilize prefabricated exterior wall panels, interior modular wall systems, and MEP assemblies—techniques that have delivered schedule reductions of up to 40% on similar projects. With RNGD’s 135,000-square-foot prefabrication facility located just 11 miles from the Harvey site, the project is ideally positioned to benefit from reduced shipping costs and accelerated timelines.
The RNGD project team brings extensive experience with office buildings, CMAR delivery, and state projects. Key team members have direct knowledge of the existing Harvey site, having been involved in past renovation work on the building. The company’s local presence includes headquarters in Metairie and offices in Vicksburg, Mississippi; Nashville, Tennessee; and Huntsville, Alabama.
